Origins

The genesis of Volkswagen is inextricably linked to the political and economic landscape of 1930s Germany, a period marked by ambitious industrialization and a desire to provide affordable mobility to the general populace. Prior to 1930, automobile ownership was largely limited to the affluent segments of society, a situation the prevailing political ideology sought to fundamentally alter. In 1932, Germany had approximately 1.5 million private cars, a stark contrast to the United States which boasted over 20 million. This disparity highlighted a significant unaddressed market for affordable personal transportation within Germany. The vision for a "people's car"—a Volkswagen—was articulated as a vehicle that would be simple, robust, and accessible to the average German family, designed to carry two adults and three children at a sustained speed of 100 km/h, while consuming no more than seven liters of fuel per 100 kilometers. This specification was a direct challenge to the existing German automotive industry, which largely focused on luxury vehicles or smaller, less robust cars that did not meet the "family car" brief or the ambitious performance and efficiency targets. The economic context of the 1930s, emerging from the Great Depression, saw state-led initiatives increasingly dominating industrial policy, aiming for autarky and full employment, making a large-scale state-backed automotive project appealing.

Ferdinand Porsche, an engineer with a distinguished career in automotive design, was instrumental in translating this political vision into a tangible engineering project. Porsche, known for his work on various automobile and engine designs, including early electric and hybrid vehicles, had long harbored an interest in creating an economical car for the masses. His previous attempts to secure backing for such a project from existing German manufacturers, such as Wanderer, Zündapp (with the Type 12 prototype in 1932), and NSU (with the Type 32 prototype in 1933), had not materialized. These manufacturers, operating in a highly competitive but relatively small market for mass-produced vehicles, largely due to high production costs and perceived limited demand for a truly low-cost car, were concerned about the economic viability of mass-producing a vehicle at a target price point deemed necessary for widespread adoption—specifically, a price under 1,000 Reichsmark (RM), which was significantly below current market offerings. The average price for a new car in Germany at the time was closer to 2,500-3,000 RM.

In 1934, Porsche was officially commissioned by the government to develop a prototype for this envisioned people's car. The initial designs, which would eventually evolve into the iconic Type 1, or Beetle, focused on an air-cooled, rear-mounted boxer engine—a design choice that simplified cooling, reduced weight, and improved interior space. The car also featured an innovative torsion bar suspension system, chosen for its durability and compact packaging, capable of handling the then-prevailing varied road conditions across Germany, many of which were still unpaved. The emphasis was on durability, ease of maintenance even by unskilled mechanics, and cost-effectiveness in both manufacturing and operation. This comprehensive technical brief presented considerable challenges, demanding innovative solutions to meet performance, reliability, and cost targets simultaneously within the specified budgetary constraints for materials and labor. Prototypes, designated as the V1, V2, and V3 series, underwent rigorous testing between 1935 and 1937, accumulating hundreds of thousands of kilometers to refine the design and prove its robustness.

To facilitate the production of this vehicle, the German Labour Front (Deutsche Arbeitsfront, DAF), the state-controlled trade union that had absorbed all other worker organizations, established a new company, Gesellschaft zur Vorbereitung des Deutschen Volkswagens mbH, in Berlin on May 28, 1937. The company's name, translating to "Company for the Preparation of the German People's Car Ltd.," clearly articulated its foundational purpose. The initial capital for this venture, amounting to 50 million Reichsmark, was provided directly by the DAF, signaling the state's direct involvement in establishing a new automotive enterprise, rather than relying on existing private manufacturers or conventional capital markets. This marked a significant departure from typical industrial development models, demonstrating the regime's determination to realize the project through state ownership and control.

The strategic decision was made to construct a purpose-built factory rather than adapt an existing facility. A largely undeveloped site near Fallersleben in Lower Saxony was selected in 1938, primarily for its logistical advantages, including proximity to waterways (Mittelland Canal) and extensive rail lines, ensuring efficient transport of raw materials and finished vehicles. The cornerstone for this new factory, which would eventually become the nucleus of the modern city of Wolfsburg, was laid on May 26, 1938, in a grand ceremony attended by leading political figures. The scale of the planned facility was unprecedented for an automobile plant in Germany at the time, designed to eventually produce 1.5 million vehicles annually, far exceeding the capacity of any existing German manufacturer. The plant was to be the largest and most modern automotive factory in Europe, indicating the ambitious production targets envisioned for the KdF-Wagen, as it was officially known, referencing the Nazi leisure organization "Kraft durch Freude" (Strength Through Joy). The factory's construction also included plans for an entire new town to house its projected workforce of tens of thousands.

Funding for the KdF-Wagen was devised through an innovative, albeit politically mandated, savings scheme. German citizens were encouraged to purchase savings stamps, typically at 5 Reichsmark per week, with the promise that once a certain amount (990 RM, the price of the car) had been accumulated, they would receive a KdF-Wagen. This scheme, initiated in August 1938, generated considerable public participation, with approximately 336,000 people subscribing and depositing around 275 million Reichsmark by 1941. While generating substantial capital for the factory's construction and initial tooling, this collective purchasing model ultimately did not deliver civilian cars to its subscribers before the outbreak of World War II redirected the factory's production capabilities entirely towards military vehicles. The scheme represented a novel approach to financing a large-scale industrial project, circumventing traditional private investment mechanisms that might have been hesitant to support such a high-risk, government-backed initiative without immediate commercial returns.

By late 1938 and early 1939, the first test series of the KdF-Wagen began to emerge from the nascent factory, demonstrating the feasibility of the design and the production process. Approximately fifty pre-production models were assembled, undergoing further testing and refinement. On September 16, 1938, the company officially changed its name to Volkswagenwerk GmbH, cementing its identity as the sole manufacturer of the people's car. While these initial vehicles were pre-production models, they solidified the company's operational existence and the potential for large-scale manufacturing on a scale previously unseen in Germany. However, the rapidly escalating international tensions overshadowed these industrial achievements. With the formal establishment of Volkswagenwerk GmbH and the factory nearing completion, the stage was set for production, but the imminent global conflict would profoundly alter its trajectory, deferring its original civilian purpose for nearly a decade and diverting its considerable manufacturing capacity to the war effort, primarily through the production of military derivatives like the Kübelwagen and Schwimmwagen.
