The Founding

With the Canadian Pacific Railway Company officially incorporated in February 1881, the monumental task of constructing a transcontinental railway across Canada’s challenging terrain commenced. This undertaking was not merely a commercial venture but a critical nation-building project, a foundational promise of Confederation made in 1867. The federal government, under Prime Minister Sir John A. Macdonald, viewed the railway as essential for solidifying Canadian sovereignty over its vast western territories, integrating British Columbia into the Dominion, and facilitating settlement and resource development. The political imperative for rapid completion was thus interwoven with the economic ambitions of the railway syndicate.

The initial operations were characterized by an aggressive, rapid construction schedule, a strategy largely driven by the appointment of William Cornelius Van Horne as General Manager. Van Horne, a seasoned American railway builder with a distinguished career that included significant work on the Chicago, Milwaukee, and St. Paul Railway, was known for his exceptional drive, strategic acumen, and organizational capabilities. His mandate was clear: complete the railway ahead of the contractual ten-year deadline. This objective, which he aimed to achieve in five years, he embraced with relentless determination, recognizing that speed was paramount not only for cost control but also for national security and the syndicate's financial stability.

Van Horne quickly established a construction methodology that prioritized speed and efficiency, fundamentally altering conventional railway building practices for its time. He initiated work on multiple fronts simultaneously, pushing crews from both the east and west, and strategically deploying an immense labour force. Van Horne's operational directives emphasized an action-oriented approach to construction, a principle that became central to the company's organizational culture. The early phases involved extensive surveying of new routes, acquiring vast quantities of materials, and establishing complex supply lines in remote areas. This necessitated the establishment of temporary towns, sawmills, and supply depots every few hundred miles. The scale of the undertaking required innovative logistical planning to deliver rails, ties, and equipment to advancing construction camps across thousands of miles of wilderness, often employing steamboats on navigable rivers and lakes where possible to accelerate material transport. Labourers were recruited from various backgrounds, reflecting the demographic shifts and economic realities of the late 19th century. European immigrants, particularly those from Ireland, Scotland, and Scandinavia, formed a significant portion of the workforce, alongside Indigenous peoples who often served as guides and hunters. Most notably, approximately 15,000 to 17,000 Chinese labourers were instrumental in constructing the most difficult sections through the Rocky Mountains and Fraser Canyon in British Columbia. These Chinese workers, often recruited under harsh contracts, faced discriminatory wages (typically less than half that of European workers) and were assigned the most dangerous tasks. These crews faced extremely harsh working conditions, remote locations, and significant dangers, including rockfalls, blizzards, challenging terrain, and inadequate nutrition and medical care, leading to a high mortality rate, estimated to be over a thousand lives. Van Horne's leadership style, characterized by direct oversight, an expectation of high performance, and an uncompromising focus on deadlines, helped forge a distinct company culture focused on overcoming obstacles and achieving audacious goals, often at great human cost.

The construction phase was marked by numerous engineering challenges that tested the limits of 19th-century technology and human endurance. The Canadian Shield, a vast geological formation covering much of Ontario, presented a landscape of granite bedrock, dense forests, and extensive muskeg (bogs), demanding extensive blasting, rock cuts, and infill to lay a stable roadbed. Further west, the prairies allowed for faster progress, with crews laying several miles of track per day over vast, relatively flat distances, though the sheer scale of the land required long stretches of monotonous construction. The most formidable obstacles, however, were encountered in British Columbia. The ascent through the Kicking Horse Pass demanded innovative solutions, with the initial "Big Hill" section featuring a treacherous 4.5% gradient for several miles, the steepest main line grade in North America, adopted to expedite completion.

The work along the Fraser Canyon was equally, if not more, dangerous, involving extensive blasting of sheer rock faces and the construction of numerous bridges and tunnels in extremely unstable terrain. Engineers employed innovative techniques like "cut and fill" and cantilever bridges to span chasms and carve paths through mountains. Later, after the initial completion, operational demands for safer and more efficient freight movement led to the development of engineering marvels like the Spiral Tunnels in Kicking Horse Pass, which reduced the steep grade, though these were implemented decades after the initial driving of the Last Spike. The construction also spurred technological advancements in blasting techniques, steam-powered excavators, and bridge building.

Major milestones accumulated rapidly throughout the early 1880s. By 1883, the line had reached the Rocky Mountains, a significant symbolic and practical achievement. The relentless pace continued, driven by the desire to avoid financial penalties for late completion and to capitalize on the vast resource potential of the West. The most symbolic achievement, however, occurred on November 7, 1885, when the Last Spike was driven at Craigellachie, British Columbia, by Donald Smith. This event, significantly ahead of the original ten-year deadline and remarkably only four and a half years after Van Horne took charge, represented a monumental triumph of engineering, finance, and human endurance. It effectively linked Canada from coast to coast, fulfilling the core promise of Confederation and establishing a physical backbone for the young nation. This completion occurred during a period of intense global railway construction, yet the CPR stood out for its speed and the sheer scale of the undeveloped territory it traversed.

With the completion of the main line, the Canadian Pacific Railway transitioned from a massive construction project to an operational transcontinental railway. This achievement provided immediate market validation for the initial concept, demonstrating the feasibility of long-distance rail travel and freight movement across Canada. The challenges of construction were replaced by those of operating a vast, complex rail network, establishing robust services, and leveraging the immense infrastructure now in place to foster economic activity and connect communities across the Dominion. This included establishing telegraph lines alongside the railway, crucial for communication and control, and beginning the process of land sales and immigration promotion to generate traffic. The railway also immediately initiated passenger and freight services, connecting fledgling western settlements with eastern markets and opening up access to the vast natural resources of the prairies and British Columbia. The initial business model focused on generating revenue from freight (primarily agricultural products, timber, and minerals) and passenger traffic, while simultaneously attracting settlers to the company's land grants, thereby creating future demand for its services. This period concluded with the foundational physical infrastructure in place, ready to underpin CPR's subsequent expansion into a multifaceted enterprise that would come to include steamships, hotels, and telegraph companies, reflecting the integrated business strategies common to large railways of the era.
